The dairy industry in Romania: context, figures, forecasts and how Consultech can help

The dairy industry in Romania finds itself under constant pressure: high energy prices, volatile logistics and increasingly strict quality standards. Romania has about 1.2 million cows, buffalo and heifers, but only around 375,000 cows deliver milk consistently – the segment that truly matters for the industry. The structure is changing rapidly: moving away from scattered smallholders toward commercial farms (including units with over 1,000 head) built on a simple yet strategic logic – one tanker per farm. It’s the only way to ensure consistent quality and cost control per liter of milk.

 

At the same time, there’s a pressing paradox: raw milk is exported seasonally to Bulgaria and Greece, while on store shelves, we compete with finished products that are sometimes “Greek” only in name. This signals that local processing capacity is unevenly distributed – highlighting the urgent need for new regional processing hubs.

 

 

The gordian knot of the dairy industry: whey

 

As Dorin Cojocaru (APRIL) clearly states: “Without whey valorization, we risk tripping over ourselves in the coming years.” And he’s right. While others transform whey into lactic protein, lactose, WPC/WPI (Whey Protein Concentrate/Isolate), or even ethanol from permeate, we still pay to neutralize it or treat it as an environmental burden. This translates into hundreds of millions of euros in losses across the supply chain and dependence on imports of ingredients we could easily produce locally.

 

Forecasts for the next 3–5 years are not comfortable, but they are clear: the market will continue to consolidate around large farms and cooperatives capable of delivering consistent volumes and predictable quality. Processors that do not invest now in whey recovery technologies, energy efficiency and water treatment will soon face competitive pressure not only from European players but also from imported protein ingredients. At the same time, the lack of regional processing hubs in southern Romania maintains logistical imbalances, resulting in higher costs and continued reliance on temporary raw milk exports.

 

The window of opportunity for retechnologization and adaptation is short: those who implement integrated solutions today for whey protein recovery and utility optimization will stay competitive tomorrow; those who delay risk being trapped in a cycle of rising costs and environmental compliance challenges.
